Federal Govt Upgradation Notification 2023 For Employees: Great news! The Prime Minister of Pakistan has finally approved the Federal Government employee’s upgradation notification for 2023. This means that civil servants from BPS-01 to BPS-16, both technical and non-technical, will be eligible for a scale and post-title upgrade. The summary of the upgradation plan was sent to the Prime Minister for approval, and sources say that PM Shahbaz Sharif has given the green light. We can expect the upgradation notification to be issued very soon.
Federal Govt Upgradation Notification 2023 For Employees
Federal Government employees, especially the non-gazetted staff and UDC/LDC technical and non-technical employees, have reason to celebrate. However, I have not received a signed copy of the summary yet. As soon as I get my hands on a copy, I will share the details with all the employees. The summary suggests that the following is recommended for Federal Government employees:

Here are the details of the upgradation policy for Federal Government employees:
- If employees in BPS-06 to BPS-15 have not availed of the time scale under Time Scale Policy-2022, they will be granted the next higher scale as a one-time dispensation. However, their substantive pay scales will remain unchanged.
- If employees in BPS-06 to BPS-15 have already availed the benefit of the time scale under Time Scale Policy-2022, they will only be granted one additional increment of their current pay scale as a one-time dispensation.
- Employees in BPS-16 will be granted one additional increment as a one-time dispensation.
- The post of Lower Division Clerk will be upgraded from BPS-09 to BPS-11 and that of Upper Division Clerk from BPS-11 to BPS-13, along with the incumbents. The Establishment Division will amend the Recruitment Rules accordingly as per the up-gradation policy.

Procedure for Upgradation Notification 2023

As per the summary, the Lower Division Clerk (LDC) will be upgraded from BPS-09 to BPS-11, while the Upper Division Clerk (UDC) will be upgraded from BPS-11 to BPS-14.
The Upgradation policy for Federal Government employees has been approved as per the commitment with the All Government Employees Grand Alliance (AGEGA). The initiative has already been implemented by the Government of Khyber Pakhtunkhwa (KPK).
Employees in BPS-1 to BPS-5 who have not been awarded any time scale after completing a service tenure of 10 years will be eligible for a two-pay scale increase, while employees in BPS-6 to BPS-15 will be awarded only one scale upgradation. Employees in BPS-16 will be awarded one increment. These upgrades will only be applicable to Federal Government employees across Pakistan.
However, if you are working in the Defence Force and have already availed of the Disparity Reduction Allowance, you will not be eligible for upgradation. Similarly, employees of the Prime Minister’s office will also not be upgraded due to already being awarded the Disparity Allowance.
Government civil servant employees from BPS-17 to BPS-22 will not be considered for upgradation. The notification for the upgradation will be issued soon, and the implementation of the policy will begin from January 2023.
Features of Upgradation and Time Scale BPS-01 to BPS-16 Federal
Some salient features of the time scale and Upgradation Notification 2023 pdf Download of Federal employees are as under:
- BPS-01 to BPS-05 Federal Employees will get 2 higher pat scales as a one-time dispensation. The substantive pay scale for such employees will remain unchanged. If they have availed time scale policy 2022 then they will get only one pay higher.
- The Federal Employees of BPS-06 to BPS-15 will get one pay higher as a one-time dispensation but their sustentative pay scale will remain unchanged. If these employees have already availed of Time Scale Policy 2022, then they will just have to get one additional increment in their existing pay scales.
- The Federal Employees of BPS-16 will get only one additional increment.
- Federal Clerical Staff LDC and UDC will get up-gradation. The Finance Department Upgraded the post of LDC from BPS-09 to BPS-11 while UDC from BPS-11 to BPS-13. They will get full benefits from their new upgraded pay scales.
